Jose Luis Ábalos José Luis Ábalos Meco, born on December 9, 1959, in Torrent, Valencia, Spain, is a Spanish politician and former primary teacher who has been serving as a member of the Congress of Deputies since 2009. He was affiliated with the Spanish Socialist Workers' Party (PSOE) from 1981 until his expulsion in 2024. Ábalos held significant roles within the party, including Secretary of Organization from 2017 to 2021. His political career includes his tenure as Minister of Development—later renamed Minister of Transport, Mobility and Urban Agenda—from June 2018 to July 2021 under Prime Minister Pedro Sánchez's government. He represented the Valencia constituency throughout much of his parliamentary service. In early 2024, José Luis Ábalos became embroiled in a major corruption scandal known as the "Ábalos Case" or "Koldo Case," centered on allegations involving fraudulent public contracts related to mask purchases during the COVID-19 pandemic. The case implicated several political figures linked to Sánchez's administration and particularly focused on Ábalos and his former advisor Koldo García Izaguirre. Investigations revealed misuse of influence for personal gain and questionable financial transactions by associates close to Ábalos. This scandal ultimately led to his expulsion from PSOE and marked a significant downturn in his political trajectory.
