Weather modification has been employed in various countries, including the U.S., where it is used to augment snowpacks and reduce hail damage. Despite its potential benefits, the effectiveness of weather modification remains statistically unproven, and it is often expensive and controversial. Weather modification techniques have been developed to mitigate weather hazards and improve agricultural output. However, they do not aim to alter the climate broadly. The World Meteorological Organization emphasizes the need for international guidelines due to the lack of regulation. While cloud seeding can influence existing cloud systems, it cannot create clouds in dry conditions, limiting its ability to mitigate droughts. Regional laws and governance frameworks vary significantly, highlighting the need for reform to align with environmental principles. Despite these challenges, weather modification continues to be explored as a tool for managing weather-related risks.
